Brian Clark has over has over 25 years experience in construction and major projects. Brian joined Affinitext from international law firm, DLA Piper, where Brian was based most recently in Dubai.
As a partner at DLA Piper in Dubai, Brian advised public entities on the structuring of public private partnerships (“PPP’s). Brian advised the Sultanate of Oman on the proposed privatization of the country’s water and waste water industry. Similarly Brian advised the Saudi Finance Ministry on the adoption of a PPP programme for the re-provision of public infrastructure.
For nearly two decades prior to joining Affinitext, Brian focused on the relationship between the public and private sectors in the context of the delivery of public services by the private sector. His legal practice included advising public authorities and service providers on a wide range of projects and procurement methodologies. Prior to moving to DLA Piper's Dubai operations, Brian was DLA Piper's client partner for the Ministry of Defence and HM Revenue and Customs in the United Kingdom. Brian was the lead partner on projects such as the London Congestion Charge, the UK Department of Health's National Programme for IT, Her Majesty's Customs and Excise proposed plan to introduce a lorry road user charge the UK Ministry of Defence's Colchester Garrison PFI project.
Whilst at DLA Piper Brian also established an independent consultancy business unit; Procurement Consultancy Services ("PCS") which advised procuring authorities on all aspects of managing large scale and complex procurements. PCS consultants comprised a blend of lawyers and procurement specialists who advised on designing and running regulated procurement processes.
Brian qualified as a solicitor specializing in construction disputes in 1989. Prior to this, Brian spent 10 years in the construction industry as a project manager on major projects for a design and build contractor, after initially qualifying as a barrister in 1979.
This unique combination of major project management, PPP expertise, and international legal experience makes Brian a sought after advisor to Affinitext clients on the management of high-value documents.
